Context Sensitive Solutions (CSS) Process


CSS is “… a collaborative, interdisciplinary approach that involves all stakeholders to develop a transportation facility that fits its physical setting and preserves scenic, aesthetic, historic, and environmental resources, while maintaining safety and mobility”    - Federal Highway Administration

  • CSS closely follows the Project Planning Process and guides stakeholder and public involvement.
  • It includes identification of stakeholders and definition of community context.
  • A Community Advisory Group (CAG) was formed to represent local and regional project stakeholders. The CAG meets on a regular basis and information about these meetings is available on the project website.
  • All CAG meetings are working meetings that are open to the public.  The public has an opportunity to provide comments at these meetings and at the Public Information Meetings. 

National Environmental Policy Act (NEPA)


The Willow Road Study will be completed in compliance with NEPA requirements.  The NEPA process requires federal agencies to integrate environmental values into their decision making processes by considering the impacts of their proposed actions to the natural and human environment and reasonable alternatives to these actions.  NEPA encourages coordination with the public and resource agencies throughout the project development process.

  • The planning process is based on guidelines prescribed by the Federal Highway Administration (FHWA) which follows the National Environmental Policy Act (NEPA).
  • It includes detailed studies and project coordination to develop a preferred plan that meets the project Purpose and Need.
